Rather than becoming the next guess of what Tesla meant by this statement without a clarification let's just assume it's a generality about the universe and its operating systems that remain their own secret and hypothesize our own meaning we will expound on, in our L-Earning System where our journey begins. L-Earning, got its name like most compound words whose names we have forgotten the novelty of due to the passing of time. Whether it was 'learning' and from it  the word 'earning' became the word that meant the receiving of wages for having the knowledge to qualify for a higher rate of wages  the more knowledge or experience or learning we possed, no one knows. But let us assume that Tesla's Energy, Frequency and Vibration were the foundation of the Sciences of his day and the levels at which certain subjects became 'visible to the consciousness' at higher frequencies of thought processes, which very few attained in his day, and that at Level 6, inventors would simply advance to that level only when their Frequency reached the level at which the universe released it to the minds of those who L-Earned it through study or Energy expended on certain disciplines e.g. University Grad Degree of Vibration as compared to a Professor Degree Level.
